Proposal Audit Services – Lutheran World Relief

Lutheran World Relief is a US Based not for profit organization working with partners in 50 countries to help people grow food, improve health, strengthen communities, build livelihoods and recover from disasters.

Lutheran World Relief (Indonesia Office) is requesting proposals to perform the annual audit of financial statements and related compliance work for the period of fiscal years 2009 and 2010 (1 October 2008 – 30 September 2009 and 1 October 2009 – 30 September 2010).

Lutheran World Relief – Indonesia

Lutheran World Relief established an office in Medan in 2005 following the Asian tsunami to support its local partners and to respond to disasters in Indonesia. All accounting records are located in the office and are maintained in accounting software – QuickBooks.

Audit Scope

The overall objective of the audit is to ensure that LWR Indonesia is practicing good financial management and in accordance with Generally Accepted Accounting Principles.

The auditor will be expected to conduct an audit in accordance with the International Standards on Auditing.

The scope of the audit will include:

Review financial data for accuracy and reliability and make sure financial reports are free of material misstatement;

Review financial statements and make sure they are in accordance with U.S. Generally Accepted Accounting Principles;

Review procedures and management and examine if these provide adequate internal control;

During examination of the detail accounting records, make sure there is a system, which allows easy examination and sampling of transactions;

Examine the effectiveness of systems and procedures in place throughout the audit period, including adequacy in internal controls;

Review the expenditure (including payroll records) and make sure they are in accordance with local labor law and other applicable laws;

Identify procurement practices, procedures, documentations, to verify existence, or lack of, of bids, approvals, invoices, receipts, goods received, etc

Conduct interviews with key individuals involved in the procurement process. This include but is not limited to the interviews with vendors involved, LWR's staff and others involved in the procurement process

Requested Services

The following report will be prepared by the auditors:

Annual audit report, including management letter for the fiscal year 2009 and 2010

A debriefing meeting with Lutheran World Relief – Indonesia staff no later than two weeks following the completion of the audit.

The Proposal

In responding to this request, the following information shall be submitted:

Details of firm's experience in providing auditing services to companies on the not-for-profit sector, especially international organizations.

Describe how your firm will approach the audit of the organization.

Describe how and why your firm is different from other firms being considered, and why our selection of your firm as an independent auditor is the best decision.

Fee and availability to complete the audit services outlined in this request.

Include estimated on site time required to complete the services.

Provide a list of 3 references from not-for –profit organizations that your firm has conducted an audit in recent years and are still clients

Provide names and resumes of key personal that will conduct the audit.

Proposals shall not be more than 3 pages in length (not includes references and resumes) and written in English and shall be submitted no later than 31 March 2011 to Lutheran World Relief's Indonesian

Selection Criteria

Lutheran World Relief – Indonesia in consultation with its Head Office will select the audit firm based on a combination of criteria including: evidence of proficiency in the audit of not-for –profits, fees, availability and required time to complete the audit.

The final decision will be made in writing by 15 April 2011 Selected audit firm should commence the audit no later than the week commencing 26 April 2011.

FINANCIAL MANAGEMENT AND REPORTING MANAGER

Key Responsibilities:

Financial Management

 Responsible for ensuring the integrity of the data held within the finance systems and the security of the related data entry processes;

 Through preparation / review (as appropriate) of balance sheet / control accounts reconciliations, ensure the balances reported in the financial statements are complete and accurate in accordance with reporting requirements stipulated in the CGIAR Financial Guidelines, International Accounting Standards and Center policies and procedures;

 Taking lead in recommending improvements to financial accounting / transaction processes of the center;

 Managing the fixed assets register of the center;

 Taking lead in ensuring that any internal or external audit management letter points relevant to the Financial Accounting function are cleared on a timely and appropriate basis;

 Ensuring that key financial processes are properly documented and updated and reviewed regularly with a view to achieving improvements and efficiencies;

 Responsible for managing and controlling the Chart of Accounts; and

 Taking a lead role within the Finance Department for management of the core IT systems, notably SAP and future systems.

Budget Management

 Assisting senior leadership engage in budgeting activities by evaluating current versus historical data & providing recommendations for improvement;

 Performing an analysis of cost centres to identify appropriate explanations for deviations from plan, recommend corrective measures, and provide advice to the accountable budget holders on the financial management of their budgets;

 Implementing, monitoring and evaluating budget policies and procedures and makes recommendations as necessary;

 Researching, analyzing, evaluating and developing findings and makes recommendations involving complex budget and financial management issues; Mar-11

 Evaluating and formulating recommendations for enhancing the budget by studying the revious budget and also taking into consideration the benefits and losses occurred during the previous financial years;

 Consolidating the data for budget presentation and also providing an overview of the financial status of all the operations;

 Assisting the Head, Corporate Finance in planning and execution of operational cost analysis to enhance profitability and improve process efficiency; and

 Monitoring the budget throughout the year.

Qualifications and Experiences

Essential

 Bachelor's degree in Accounting and Auditing, membership of an internationally recognized Professional Accounting body e.g.CA, CPA, MIA, MICPA. ACCA, CIMA etc.; and

 5 years in Accounting or planning and budgeting experience preferably in a multi-national firms or international organization / NGO with minimum 3 years middle management level.

Desired

 Masters in Finance and Accounting or equivalent;

ACCOUNTANT – TREASURY & FINANCIAL

(6 months temporary)

Key Responsibilities

 Responsible for Treasury functions including –

 Liaising with bankers, recording, and accounting of banking and cash transactions including identification of incoming funds;

 Timely and accurate accounting of treasury transactions for monthly closing – Bank Charges, Investments and Bank Guarantee;

 Timely maintenance and reporting of treasury related records – Cash Book and Cash Position report

 Timely reconciliation and maintenance of HQ bank accounts and coordination of reconciliation of Regional Office bank accounts.

 Responsible for monitoring and controlling the cash flow of the Centre including monitoring investments, receipts and disbursements and preparation of cash position report and cash flow projections.

 Responsible for establishing safe bank based on the Investment Guidelines and bank accreditation procedures and criteria and conduct annual evaluation of banking service providers

 Responsible for timely resolution of long outstanding bank reconciling items for all bank accounts for the Center and Regional Offices

 Responsible for the management of exchange rate for project budget and maximizing returns on FOREX holding

 Responsible for monitoring and ensuring timely renewal of Bank Guarantee;

 Responsible for proper maintenance of files and schedules of supporting documentation

 Participate in the testing of new budgeting process in close collaboration with IT staff

 Assist in the processing Human Resource Allocation revisions and coordinating and maintaining database to ensure accurate personnel cost data is reflected in the accounts;

 Assisting in the preparation of management and perform monthly closing;

 Assisting in the budgeting and analysis; and proper maintenance of files and supporting schedules.
